Has anyone tried Operas server side compression on a desktop computer to make dialup more "tolerable"

My folks are permently on dialup and I would like to improve it as much as possible.

Also is there any way of getting it working on Windows 2000?

Their main machine can't really go past 9x or 2k and have all its software work.
